How should I clean a tank that housed a turtle with a RI?

I am moving my turtles into different tanks and want to put my dbt in to a tank that recently housed my turtle with a respiratory infection. What should I use to clean the tank? It is a 30 gallon, sand substrate, fake plants, drift wood and a HOB filter. Should I change all filter media? I just replaced it last week :( I am planing on a 100% water change, should I remove the sand? What are the chances that my turtle would contract the virus from the tank? Please let me know I want to get my dbt out of the bowl hes been in all week. Thank you!
