I made an outdoor pen for my Florida Box Turtle and used 15 bags of Organic Compost thinking this would be good and also have some Peat Moss to add to it. Now I'm reading that people are using organic topsoil so I'm wondering if I got the wrong thing. Thank you.

What you have to look for in providing soil for a box turtle enclosure is top soil that has no manure or chemicals added - organic CAN have that added - you have to check what may be added to the soil. Most garden centers do supply just plain old top soil. To that you can add peat moss for a wonderful mixture for your box turtles. Just make sure no manure or chemicals are in anything.
