Please help our sick friend!

Can someone please help me determine what is wrong with my daughter's turtle?  Okay I'll admit I'm as attached as she is but I'm a single mother with limited funds and I can't afford vet bills.  If it's my last resort I will take him because I can't imagine what it would be like not to have the little guy around anymore but is there anything I can do before the vet?  I've changed his water and filter and given him a warm area out of the water to rest. He is not swimming like he usually does and he's also not eating.   He looks like the swelling is so uncomfortable it's breaking my heart.  Also can anyone tell me exactly what kind of aquatic turtle he is?  Any help would be greatly appreciated!!!

Our water turtle experts I am sure will chime in shortly but the swelling concerns me and I would suggest a vet visit to determine what is causing the swelling.  Swelling can come from various sources (parasites, virus, internal infection, kidney failure, etc.).  If I were you I would be headed directly to the vet.  Many vets now see reptiles and a google search with your hometown and state along with exotic vet will produce all sorts of results for your area or check www.localvet.com which can help.
